“无底线‘卷价格’、跟风式‘卷赛道’、围剿式‘卷人才’的无序竞争，没有赢家。”张连起认为，破解这一困局的重要切入点，正是推动科技创新与产业创新深度融合。2025年全国两会，张连起提交了关于综合整治“内卷式”竞争、着力推动高质量发展的提案，建议牢牢抓住科技创新这一“牛鼻子”，攻关产业共性技术和关键核心技术，通过引导、支持企业创新和出海，破解“内卷”困局。这份提案也获评全国政协2025年度好提案。
